• <br /> Item 17 <br /> To: Chair Thiesse and Planning Commission Members <br /> Doug Reeder, City Administrator <br /> ''EsHO <br /> From: Jeremy Barnhart,Community Development Director <br /> Date: March 20, 2017 <br /> Subject: #17-3926, City of Orono,Text Amendment: Exemption for Government signs <br /> Public Hearing <br /> Application Summary: The draft ordinance exempts the placement of signs placed by <br /> governments, usually in the rights of way but also on their own property. The ordinance in <br /> general codifies current practice. <br /> Staff Recommendation: Planning Department Staff recommends approval of the ordinance as <br /> drafted. <br /> Background <br /> Strict reading of the sign code does not regulate traffic control and public message signs, <br /> therefore,they are not permitted. The draft ordinance exempts from the regulations of the sign <br /> code the following:traffic control signs, identification signs placed by a public authority,and <br /> signs placed by the city, county, state, or US government. <br /> This request was initiated by Hennepin County,through their Sheriff's Department;they desire <br /> to place electronic public service signs on bridges to serve boat traffic. Hennepin County <br /> currently places electronic public service signs on area highways for emergencies and public <br /> service initiatives including buckle up messages, and Highway 12 safety. <br /> Public Comments <br /> To date,one letter of support has been received,from the Lake Minnetonka Conservation District. <br /> Issues for Consideration <br /> 1.
