51 Section 78-1286 of this code shall be accompanied by a certificate of survey or site plan <br /> 52 drawn to scale prepared by a person registered by the Minnesota Board of Architecture, <br /> 53 Engineering, Land Surveying, Landscape Architecture, and Interior Design, unless <br /> 54 exempted by the City Engineer. A certified site plan shall conform to the requirements of the <br /> 55 City. <br /> 56 (2)Site Plan. A site plan shall accompany all required permits for building, structure, and <br /> 57 land disturbance activities. The site plan shall include information as required by the city, <br /> 58 and must provide information necessary to ensure the project conforms to city codes and <br /> 59 ordinances, including hardcover, grading, and landscaping requirements. <br /> 60 <br /> 61 (2) Foundation survey. A foundation survey shall be submitted to the city for review and <br /> 62 approval, unless exempted by the building official, upon completion of the foundation work <br /> 63 for all principal buildings and all additions to principal buildings. The foundation survey, <br /> 64 prepared by a Minnesota Registered Land Surveyor, shall certify the lot dimensions; front, <br /> 65 side, rear, lakeshore, and wetland setbacks; and foundation elevation. A foundation survey <br /> 66 must be submitted before proceeding with framing or further construction. In lieu of a survey <br /> 67 a letter prepared by a Minnesota Registered Land Surveyor containing the same information <br /> 68 as a foundation survey may be submitted. <br /> 69 (3)As-built survey. An as-built survey, prepared by a Minnesota Registered Land Surveyor, <br /> 70 shall be submitted to the city for review and approval upon the completion of all principal <br /> 71 buildings and all additions to principal buildings, unless exempted by the building official. <br /> 72 The as-built survey shall certify the final topography of the site; verify drainage patterns; and <br /> 73 provide hardcover calculations for lots in the Shoreland Overlay District. An as-built survey <br /> 74 must be approved before the issuance of a certificate of occupancy. In the event that <br /> 75 weather or other conditions prevent the completion of an as built survey at the time the <br /> 76 "-- - - - - --- -- -- - - - - - -- - - --- - <br /> 77 and establish an escrow agreement to ensure completion of the as built survey. <br /> 78 <br /> 79 SECTION 3. Section 78-143 shall be amended by adding and deleting text to read as <br /> 80 follows: <br /> 81 <br /> 82 Sec. 78-143. - Review process. <br /> 83 Site plan reviews for permitted or accessory structures shall be reviewed in accordance with <br /> 84 the following: <br /> 85 (1) City council. The city council shall make a decision on site plans reviews to construct <br /> 86 a p • 'pal building or enlarge the footprint of a p ' 'pal building. Prior to council <br /> 87 consideration the planning commi:cion shall hold a public hearing and make a <br /> 8889 -- - •-: - <br /> 90 ' . •- - - - - • - --- - - - City Administrator. The City Administrator or <br /> 91 designee : --•'•- ---- = -: -=: -• : shall make a decision on site plans reviews to <br /> 92 construct a building or enlarge the footprint of a building, change the use of a building or <br /> 93 parcel of land; to modify the interior or exterior of a building or site or land feature in any <br /> 94 manner that results in a different site design or intensity of use, including the requirement for <br /> 95 additional parking or to enlarge a building by less than ten percent of its gross floor arca. <br /> 96 The City Administrator or designee - -••'•: --- - - --• - - e shall have the authority <br /> 97 to refer an site plan review to the city council for decision. <br /> 98 <br /> 99 SECTION 4.
