CHAPTER 3: ZONING REGULATIONS Page 2 of 3 <br /> f) landscaping and screening plans, including species and size of trees and shrubs proposed; <br /> g) proposed finished grading and drainage plan sufficient to drain and dispose of all surface <br /> water accumulated; <br /> h) proposed floor plan and elevations of any building with use indicated; <br /> i) proposed outdoor storage spaces (if applicable);and <br /> j) any special studies requested by the city planner when there is evidence that the proposed use <br /> may negatively impact public infrastructure,the environment or adjacent land uses. These <br /> studies may examine the impacts on such things as traffic environment,wetlands, and utilities. <br /> 4. Procedure. <br /> An interim use application will be processed in accordance with the procedure for conditional <br /> use permits in section 300.06, subd. 3 and 4.No application for an interim use permit that has <br /> been denied wholly or in part may be resubmitted for a period of one year after the date of <br /> denial, except on grounds of new evidence or proof of changes of conditions found to be valid by <br /> the city council. <br /> 5. General Standards. <br /> No interim use permit may be granted unless the city council determines that the use will comply <br /> with the following: <br /> a) the general performance standards in section 300.16, subd. 2 will be met; <br /> b) the use will not delay anticipated development or redevelopment of the site; <br /> c) the use will not be in conflict with any provisions of the city code on an ongoing basis; <br /> d) the use will not adversely affect the adjacent property,the surrounding neighborhood, or <br /> other uses on the property where the use will be located; <br /> e) the property on which the use will be located is currently in compliance with all applicable <br /> city code standards; <br /> f) the use is allowed as an interim use in the applicable zoning district; <br /> g) the date or event that will terminate the use can be identified with certainty; <br /> h) the use will not impose additional unreasonable costs on the public;and <br /> i) the applicant agrees in writing to any conditions that the city council deems appropriate for <br /> the use,including a requirement for a financial security to ensure removal of all evidence of the <br /> use upon termination. <br /> 6.
