The applicant has not demonstrated practical difficulties supporting the variance. <br /> Background <br /> The applicant constructed a new residence on the property beginning in May of 2015; the <br /> project was completed and an as-built survey submitted in July of 2016. Upon staff review of the <br /> as-built it was noted that two entrance monuments had been constructed near the road which <br /> did not meet the required 10 foot setback from the edge of pavement according to City Code <br /> Section 78-1405 Nonencroachments. <br /> The entrance monument pillars are located 3.5 and 4 feet away from the traveled portion of the <br /> road. The entrance monument pillars were not included in the original building permit for the <br /> home. They were shown on the subsequent survey submitted for the swimming pool permit.A <br /> separate building permit is required for entrance monuments; construction drawings are <br /> required. Construction drawings for the entrance monuments were not submitted. The review <br /> of an accessory structure permit(i.e. swimming pool) does not typically include the review of <br /> the entire property survey to ensure everything shown beyond the scope of the permit is <br /> approvable. <br /> Section 78-1405—Entrance Monument Setbacks: <br /> RR-1B Required Existing <br /> 5' from lot lines; and East Pillar: West Pillar: <br /> Front/Street Not less than 10'from road pavement 8.5 property line 8 property line <br /> 4' pavement 3.5' pavement <br /> East Side 5' ±200' <br /> West Side 5' ±95' <br />
