Peter and Katheryn Sawicki <br /> 4510 North Shore Drive <br /> Orono, Minnesota 55364 <br /> Dear Mr. and Mrs. Sawicki: <br /> I have received the drainage analysis report prepared for you by Mattke Engineering, and <br /> have discussed the report with Greg Gappa our new Public Services Director. The city had been <br /> moving ahead with a plan to construct a detention pond as a solution to the drainage problem. The <br /> owner of the property on which the pond was planned is now in opposition to the pond and not <br /> willing to grant an easement for ponding. <br /> My understanding is that water is flowing down Tonkaview and out onto County Road 19. <br /> We are investigating the possibility of a small pavement overlay project to divert a portion of this <br /> water into the new culvert that was installed. This water would then flow into the culvert under <br /> County Road 19 to Rest Arm Lane. Without an easement for ponding,we are concerned that large <br /> amounts of additional water diverted towards Rest Arm Lane could create erosion problems in the <br /> roadside ditches. <br /> This drainage problem has several facets which makes it difficult to resolve. However, <br /> finding both a short term and long term solution to this problem is a top priority.
