§ 5.42 <br /> E. "Commercial Docks" means docks, mooring spaces, <br /> a mooring posts, mooring buoys, or boat slips used in commercial boat <br /> dock business or by one in the business of docking or storing boats <br /> as defined herein, including all "els", "T's", mooring posts, or <br /> any other structures related to the main dock. <br /> F. "Joint Use" means more than two persons joining <br /> for the purpose of using lakeshore property for swimming, bathing, <br /> fishing, docking or mooring boats, or for any other purpose. <br /> G. "Business Use" means engaging in the business of <br /> docking, mooring or storing boats, or a commercial boat dock <br /> business. <br /> Subd. 2. License Required. It is unlawful for any <br /> person to engage or participate in business use or joint use <br /> without first having obtained a license therefor from the City. <br /> Subd. 3. Public Hearing. Upon filing of any application <br /> for license the Council may call a hearing upon such notice s it <br /> may deem appropriate. Provided, that no such hearing shalbe <br /> mandatory, but wholly within the discretion of the Council. <br /> Subd. 4. Business Use Standards. All business use <br /> applications shall provide information showing compliance with the <br /> following standards: <br /> ~ A. The proposed number of boat slips on the land <br /> and on the water and boat buoys shall not adversely affect the <br /> public safety, health and welfare or infringe on the public right <br /> to use the water, or unreasonably restrict the rights of other <br /> property owners to store boats on or adjacent to the same area. <br /> B. he proposed vehicular ff-street parking <br /> facilities shall be ficient to eliminate y traffic or parking <br /> congestion likely to b caused by the bu 'ness of the applicant. <br /> The parking areas nee not be paved The minimum parking <br /> requirements shall be as fo ows: <br /> 1. Six p kin spaces shall be provided for <br /> each ten boat slips on water or land. <br /> 2. At lea ight off-street parking spaces, <br /> plus one additional space fo each 800 square feet of floor area <br /> over 1,000 feet, including arehousi. , and all outside sales and <br /> storage areas related to a sales and ervice functions. <br /> 3. If the proposed use is to include the <br /> launching of boats o ned by the public for he day from trailers, <br /> ten additional au -trailer parking spaces all be provided for <br /> each ramp. <br /> 4.
