MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,April 17,2017 <br /> 6:30 o'clock p.m. <br /> Irvine indicated they will be. Irvine noted there are a couple of trees on the survey that do not exist today <br /> due to storm damage. In addition,two trees will be removed in the area of the work. <br /> Lemke stated his only concern relates to the slope. Lemke asked whether fescue will be enough to retain <br /> that slope. <br /> Irvine stated it will be and that it is a 2.5 to 1 slope,which is a mowable, maintainable slope. Irvine <br /> indicated the wall will be engineered. <br /> Thiesse stated his biggest concern is also the slope. Thiesse stated placing a foot of dirt on top of a bluff <br /> raises the chance for that slope to slide. <br /> Irvine indicated the fill will be compacted in lifts as it is brought in and shelfed. Irvine stated there is a 3- <br /> tier retaining wall system that is deteriorating consisting of approximately 16 vertical feet of retaining <br /> wall. With the slope revisions, the height of the retaining wall will be reduced to ten feet. In addition,the <br /> size of the pool and patio space will be reduced. <br /> Thiesse asked whether the view easement is an issue. <br /> Gaffron stated the private covenant view easement is one the City cannot enforce. If the neighbors or <br /> association want to enforce it,that is their privilege. Gaffron stated the City has not heard from the <br /> neighbors on this project and that he is not sure whether they have any views of that area or whether they <br /> have any issues with the second story. <br /> Irvine indicated he did provide a plan and drafted a letter to both neighbors. The neighbor to the west has <br /> indicated he is supportive of the project. The other neighbor wrote a note on the letter that said they were <br /> in favor of the project as well. <br /> Chair Thiesse opened the public hearing at 9:29 p.m. <br /> There were no public comments regarding this application. <br /> Chair Thiesse closed the public hearing at 9:29 p.m. <br /> Schwingler stated he would agree with having some type of rain garden there to help mitigate the runoff <br /> into Long Lake. <br /> Thiesse asked whether there is any criteria for building on a bluff. <br /> Gaffron stated because the code typically prohibits construction in the bluff area,there really are no <br /> criteria to follow. Gaffron indicated he would want the engineers to take a look at this prior to it <br /> proceeding to the City Council but that in his view shelfing the fill makes a lot of sense. Gaffron stated <br /> the applicant will need to make sure the drainageway stays open and a location for some sort of <br /> stormwater management system should be considered for the lower end of the drainageway. <br /> Irvine indicated they have submitted a permit application for erosion control to the Watershed District. <br /> Thiesse asked whether the applicant has any plans for screening. <br /> Page 29 of 48 <br />
