MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,April 17,2017 <br /> 6:30 o'clock p.m. <br /> 2. Use of the site is intended solely for activities related to the Wayzata Boulevard improvement <br /> project and may not be used to support other projects. <br /> 3. Use of the site shall be subject to Orono Code standards with regard to noise, lighting, dust <br /> control, street maintenance, etc. <br /> 4. Appropriate permits to be obtained from Hennepin County, Minnehaha Creek Watershed District, <br /> MPCA, and any other agencies or governing authorities as may be required for activities on the <br /> site. <br /> 5. Construction of a proposed permanent screening berm along the south and southwesterly <br /> boundaries of the site will require conditional use permit application and approval. <br /> 6. An annual review of the interim use permit shall be conducted to determine whether the use <br /> remains acceptable during the duration of the Wayzata Boulevard improvement project. <br /> 7. Any other conditions the Planning Commission and City Council determine should be included. <br /> The Planning Commission had no questions for Staff. <br /> Curt Fretham, Lake West Development, stated in regards to what this operation will look like,the <br /> property consists of 29 acres and is half wetland and half dry. To the east is the wetland area that abuts <br /> the Dumas apple orchard. Fretham stated in his view it is kind of a private or isolated property with no <br /> neighbors in close proximity. <br /> Fretham indicated they have done a recent project in Golden Valley consisting of the demolition and <br /> removal of a large commercial building within a residential zone on a 2-acre site. Fretham stated that was <br /> located in a residential neighborhood,with the homes being located approximately 500 feet away. <br /> Fretham indicated they did that project in an environment that did not cause the nearby residents' cars in <br /> their driveways to get dusty or the furniture on their patios to get dusty. In addition, a similar project was <br /> done in St. Louis Park off of Wooddale. In that situation a church located within a residential area was <br /> removed. <br /> Fretham stated in his view they will be able to do a good job at this site without raising a lot of concerns. <br /> Fretham noted there will be trucks coming and going but that currently there is a fair amount of traffic at <br /> that location and this should not be that noticeable. Fretham stated given the distance from the residential <br /> homes, the noise should not be an issue. <br /> Olson asked if they will be operating during the weekends. <br /> Fretham stated he does not know the answer to the question since he does not have that information <br /> available tonight and that it is possible the contractor might have to work on a Saturday due to weather. <br /> Thiesse stated the crushing activity does not need to occur on the weekends. <br /> Fretham indicated he is willing to work with the neighbors' and address their concerns. Fretham stated he <br /> is not trying to drive hard bargains and that in his view they can accommodate some of those concerns. <br /> Page 17 of 48 <br />
