MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,April 17,2017 <br /> 6:30 o'clock p.m. <br /> Thiesse stated in his view the City needs an interim use permit option but that they do not need it right <br /> now. Thiesse commented the City will find out how it works on the MnDOT property and that he is not <br /> sure whether the City has to rush through with this now. <br /> Gaffron stated the applicant has indicated he is looking at future phases should the MnDOT site not work <br /> out. <br /> Thiesse noted Phase II is on the other side of Long Lake and that the materials would need to be hauled <br /> through the city. <br /> Gaffron stated the urgency is not here today as it was a month or two ago. <br /> Landgraver stated since A was approved, an interim use permit can be issued. <br /> Gaffron stated B would also need to be approved. Gaffron noted that similar to the conditional use code <br /> section, if a conditional use or interim use is not listed in the zoning district,then it is not allowed. <br /> Thiesse stated this type of use would need to be identified in the RR-1B district prior to issuing an interim <br /> use permit. <br /> Leskinen commented she has concerns about this particular use since it is so industrial for the RR-1B <br /> district. <br /> Landgraver stated the only identified interim use the City would have is what is listed in B and the only <br /> place where it can be done is in the RR-1B district. Landgraver stated all this is doing is giving the City a <br /> tool. <br /> Thiesse noted the RR-1B district cover the majority of the City. <br /> Landgraver stated someone would still have to apply for an interim use permit and meet all the conditions <br /> that will be set. <br /> Leskinen noted the Planning Commission is not approving the specific interim use permit being requested <br /> by the applicant by approving B but they are saying the City now has this new tool in theory that has to <br /> meet all the conditions the City feels are appropriate. <br /> Thiesse noted there will be equipment that will be generating noise, such as backup beepers and trucks <br /> coming and going. Thiesse stated he does not care about the storage of items on the property but that <br /> there will be a lot of noise and distractions that come from a site like this. Thiesse stated he could <br /> understand it if they are taking the material from Orono's road and recycling it, but that he is not looking <br /> for even a short-term business to come in and do this type of work. <br /> Leskinen stated her concern is bringing in materials from outside projects. Leskinen noted the 3-page <br /> letter also cited concerns with air quality as well as a number of other concerns regardless of the location. <br /> Leskinen stated the use feels so industrial and that she does not want to regret the decision afterwards. <br /> Landgraver stated ironically it is happening and therefore the City is advocating control. <br /> Page 14 of 48 <br />
