MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,March 20,2017 <br /> 6:30 o'clock p.m. <br /> The neighborhood consists of single-family homes located on individual lots as well as combinations of <br /> lots. The applicant's property had contained a single-family residence for many decades before it was <br /> recently replaced with a new home. The ability to have the same type of hardcover amenities as other <br /> existing developed properties in the neighborhood would be limited if the area and width variances are <br /> not granted. <br /> Staff recommends approval of the requested lot area and lot width variances. If the Planning Commission <br /> determines that the practical difficulties test is met for the area and width variances,then a <br /> recommendation for approval would be in order, subject to the following condition: <br /> 1. The applicant shall adhere to the required setbacks and 30 percent hardcover limitation with <br /> regards to any additional structures and hardcover proposed for the property. <br /> Lemke asked what the white square is that is depicted on the color rendering. <br /> Gaffron indicated there are no variances being requested as part of this application in regards to that. If it <br /> is located in a side yard, it would not be allowed. <br /> Thiesse commented it appears to be a hot tub. Thiesse asked if it would need to meet a 10-foot setback. <br /> Gaffron stated it would. Staffs assumption is that the deck will be above grade but that the applicant <br /> could answer those questions. <br /> Ken Saddler,Applicant, stated the idea was to have a pad for a hot tub and that they will be moving it to <br /> the back end of the deck towards the bottom. Saddler stated it is a 64 square foot concrete pad for a hot <br /> tub. <br /> Chair Thiesse opened the public hearing at 6:55 p.m. <br /> There were no public comments regarding this application. <br /> Chair Thiesse closed the public hearing at 6:55 p.m. <br /> Leskinen noted this is almost an identical application as the previous one. <br /> Landgraver moved,Lemke seconded,to recommend approval of Application No. 17-3909,Ken and <br /> Sheralyn Saddler,2755 Ethel Avenue,granting of lot area and lot width variances,subject to the <br /> applicant adhering to the required setbacks and 30 percent hardcover limitation with regards to <br /> any additional structures and hardcover proposed for the property,and subject to the hot tub <br /> being located off the back of the house rather than the side. VOTE: Ayes 5,Nays 0. <br /> 5. 17-3911 LAKEWEST,LLC,3245 WAYZATA BOULEVARD WEST,ZONING CODE <br /> TEXT AMENDMENT,6:56 P.M.—8:02 P.M. <br /> Curt Fretham, Lakewest, LLC, was present. <br /> Gaffron stated the applicants are requesting a change to the City Code to allow for a new type of zone. <br /> The applicants received final plat approval of a 27-lot residential development of the property at 3245 <br /> Page 5 of 43 <br />
