MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,November 27,2017 <br /> 7:00 o'clock p.m. <br /> OLD CRYSTAL BAY ROAD(CSAH 112-CSAH 6)DESIGN PROPOSAL—Continued <br /> Edwards noted they also reviewed the work completed by the school on the corridor and used some of <br /> that information. <br /> Printup asked what the infrastructure is like underneath the road. <br /> Edwards stated on the southern half of the corridor,the water and sewers pipes were installed in the 1960- <br /> 1970 era and consist of cast iron for the water piping and clay piping for the sewer. Both have limited life <br /> spans. Edwards stated they have noticed in this area issues with the soils interacting with the pipes <br /> causing them to decay and fall apart,which has resulted in a number of water main repairs at a higher <br /> than expected rate. The clay piping for the sanitary sewer is prone to inflow and infiltration as well as <br /> roots and other things,which causes the piping to break fairly easily. Edwards indicated the water main <br /> will likely be a complete replacement and that they will look at different options on the sewer line,such <br /> as complete replacement or cured-in-place lining. Edwards stated if the asphalt is torn up,that is the time <br /> to replace everything. <br /> Martini stated the first piece to finalizing this project is to authorize Bolton and Menk to design the <br /> proj ect. <br /> Walsh stated the City cannot do anything until the plans are finalized,which is step one in this process, <br /> and that the construction will probably take place over two school seasons. <br /> Edwards stated the project will likely be done in two phases,with the majority of the work occurring <br /> during the summer breaks. <br /> There were no public comments regarding this item. <br /> Dankey moved,Crosby seconded,to approve Bolton and Menk to commence design of the Old <br /> Crystal Bay Road for an estimated fee of$247,500,with the initial design work to be completed for <br /> a fee not to exceed$74,250. VOTE: Ayes 4,Nays 0. <br /> 9. PARKS CAPITAL IMPROVEMENT PLAN <br /> Edwards reviewed the 2018 Parks Capital Improvement Plan,including the results of the golf course mini <br /> master plan. Two main changes from previous years' CIP is the golf course capital improvement plan <br /> and the parks capital improvement plan have been combined and all equipment has been consolidated on <br /> the document. <br /> Edwards indicated the golf course plan was completed by Bolton and Menk based on guidance from the <br /> Park Commission and the subcommittee. The group looked at a number of possible improvements at the <br /> golf course,including broadening the use of the golf course. Other additions to the Parks CIp include <br /> basketball court surfacing at Navarre,Crystal Bay,and Hackberry Park. Rough cost estimates have been <br /> provided on the various items. <br /> Edwards stated he is looking to get the feedback of the City Council on the CIP. <br /> Page 5 of 12 <br />
