The advantages of reconstruction are as follows: <br />• Provides a new pavement structure <br />• Allows for soil correction below the street where necessary <br />• Long term useful life <br />• Allows for the opportunity for utility improvements <br />The disadvantages of reconstruction include the following: <br />• High initial capital expense <br />• Moderate to high disruption to traffic <br />Projects included in the Streets CIP have been identified by the City's Pavement Management Plan. Projects <br />include both Municipal State Aid (MSA) streets as well as non -MSA streets. Proposed improvements include <br />preventative maintenance activities such as seal coating and crack filling. In addition, structural improvements <br />such as mill and overlays and reconstructions are included along with various unmet needs that have been <br />identified in the City's Pavement Management Plan. <br />Proposed Improvements <br />2017 <br />• Old Crystal Bay Turn Lane - $25,000 <br />• Forest Arm Lane (W Branch to Forest Lake) Reconstruct - $271,373 <br />• Fox Street (OCB Willow) Reconstruct - $735,413 <br />• Northern Avenue (CB to Broadway) Mill & Overlay - $63,564 <br />• Minnetonka Ave Mill & Overlay - $33,156 <br />• Minnetonka Highlands (Tonkawa to end) Mill & Overlay - $64,361 <br />• Willow Drive Trail Rehabilitation - $68,901 <br />• Maintenance — Patch, Seal, Trees - $47,000 <br />• Maintenance — Chip Seal - $108,122 <br />• Mill and overlays - $229,982 <br />• Tamarack Drive - $82,790 <br />• Fox Street - $643,545 <br />2018 TBD <br />2019 TBD <br />12 <br />
