Bolton & Menk SCADA Report. <br />1. Purpose. The purpose of this action item is to gain Council approval for the SCADA upgrade <br />proposal. <br />2. Background. The City of Orono operates water and wastewater utilities that serve the City residents <br />with vital services. To monitor and control these systems the City relies on a couple SCADA systems: <br />Rockwell Automation FT View for the water system and 3 Sanitary Lift Stations and Mission Alarms for <br />9 Lift Stations. The City currently has a SCADA system that was constructed as part of projects in 1998 <br />and 2002. In the last few years, the City has started a multi-year program of upgrading lift stations. When <br />a station is upgraded, it receives a new lift station control panel with "Mission" cellular alarm monitoring <br />system. The Mission alarm monitoring has been effective and reliable in alerting the City to lift station <br />problems. The water SCADA system has become cumbersome due to changes in computer operating <br />systems. The software that was developed for the original project is difficult for the operators to use, and <br />does not include many of the enhancements that are available from current products. The older computer <br />software is no longer supportable, and can only stay in service as long as the City continues to run the <br />Windows XP operating system that resides on the SCADA computer. In December 2015 the Council <br />authorized Bolton and Menk to conduct a study of the system and make recommendation for upgrades. <br />3. Scope of Work. Based on the study and staff experience, staff developed 5 SCADA upgrade projects: <br />Utility <br />Project <br />Description <br />Water <br />1 <br />Upgrade SCADA <br />Replace two computers new desktop PCs with new <br />Computers and Software <br />SCADA software. One of the new PCs should also include <br />a new version of WIN911 alarm dialing software. <br />2 <br />Improve SCADA <br />Replace the current radio system with an internet/cellular <br />Communications <br />network. <br />3 <br />Upgrade North well <br />Replace the existing SCADA panel at Well house 3 with <br />house SCADA Panel <br />an updated Programmable Logic Controller (PLC) capable <br />of monitoring of the new chemical feed equipment and <br />well 4. <br />4 <br />Upgrade Navarre Water <br />Upgrade the Navarre Plant control system PLC within the <br />Plant Controls <br />next five years. Existing PLC is in its final few years of <br />being supported. <br />Sewer <br />5 <br />Upgrade/ Standardize <br />Equip each lift station that requires remote monitoring <br />Lift Station Alarm <br />would receive a Mission M800 device. <br />System <br />
