STS Contract for 2017 <br />1. Purpose. The purpose of this action is to gain Council approval to enter into a contract with <br />Hennepin County Sentence to Serve (STS) for park maintenance. <br />2. Background. The STS program provides individuals sentenced to community service to support the <br />maintenance needs of the municipalities in Hennepin County. To establish a regular service the program <br />requires municipalities to offset some of the expense of the program and enter into a contract. The 2017 <br />rate is $356.80 per day per crew. A crew is a correctional officer with 6-10 STS members. The City used <br />STS last year to perform maintenance activities at our parks and facilities such as debris removal and <br />Buckthorn removal. <br />3. Recommendation. I recommend renewing our contract with STS for up to 19 crew days of work in <br />2017. The contract is a not to exceed $6,779.20. This would provide a cost effective method to complete <br />some of the labor intensive maintenance operations in our parks and facilities. <br />4. Funding. The contract is funded out of the parks operating budget. <br />COUNCIL ACTION REQUESTED: <br />Motion to approve the attached contract with Hennepin County Sentence to Serve for park maintenance <br />not to exceed $6,779.20. <br />
