Council Exhibit B <br />MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, November 14, 2016 <br />7:00 o'clock p.m. <br />13. #16-3862 ROBERT LUND, 2732 CAROLINE AVENUE, VARIANCE AND <br />CONDITIONAL USE PERMIT <br />City Planner Melanie Curtis stated the property owner originally proposed to construct a second story <br />addition over their existing detached garage to use as a guest house. After receiving bids for the <br />construction, the applicants have decided to scale back the project and remodel the interior of the existing <br />detached garage to function as a guest house. <br />The Planning Commission held a public hearing and recommended approval of the original plan. They <br />have not reviewed the revised plan. The City Council should review the plan and make a decision. <br />Planning Staff recommends approval of the revised project. A conditional use permit is required as well <br />as a variance because the existing footprint is larger than 1,000 square feet. A draft approval resolution <br />has been provided for Council's consideration which will need to be amended and adopted at the next <br />City Council meeting. <br />McMillan noted there does not appear to be very many changes with the revised plan. McMillan asked if <br />there are any factors the City Council should consider with the new proposal. <br />Curtis indicated the original plan was a full second story and the revised plan has an expanded dormer <br />look to accommodate the second story with some areas in the roof that will be used for storage. Curtis <br />stated the revised plan is basically pretty similar to what was presented to the Planning Commission. <br />McMillan asked if it is the same footprint. <br />Curtis indicated it is. <br />Walsh moved, Cornick seconded, to direct Staff to amend the draft approval resolution to grant a <br />conditional use permit and variance to allow the remodel of the interior of the existing detached <br />garage to function as a guest house for the property located at 2732 Caroline Avenue.
