MINUTES OF THE <br />ORONO CITY COUNCIL WORK SESSION <br />October 24, 2016 <br />5:00 o'clock p.m. <br />PRESENT: Mayor Lili Tod McMillan, Council Members Jim Cornick Jr., Lizz Levang, Denny Walsh, <br />Aaron Printup arrived at 6:05 p.m. Representing Staff were City Administrator Jessica Loftus, <br />Finance Director Ron Olson, Community Development Director Jeremy Barnhart, Public <br />Works/City Engineer Adam Edwards, and City Clerk Diane Tiegs. <br />1. 2017 Budget Continued <br />Enterprise Budget Funds: <br />Finance Director Ron Olson reviewed the 2017 Enterprise Fund Budgets with Council. <br />Olson reviewed the 2017 capital expenditures which are in the draft CIP to included software <br />upgrades, north water system extension, a mixer for the north water tower, well No. 1 <br />maintenance, and a generator replacement. <br />Capital Improvement Program (CIP): <br />Finance Director Olson reviewed the CIP costs that were updated and reviewed a summary of <br />changes to the parks, equipment, building, and Long Lake Fire replacement for engine 12. Also <br />reviewed were the water plant monitoring/SCADA updated costs, storm sewer cost updates <br />for Fox Street and Forest Arms Lane, and LOGIS Police Records. <br />2017 Fee Schedule: <br />Finance Director Olson and Public Works Director/City Engineer Adam Edwards are reviewing <br />the charges for sewer connection. Some sewer main replacements could have costs built in <br />when addressing road repair projects. Edwards also provided tentative changes to the fees at <br />the Orono Golf Course. The new permits process for the Lurton Dog Park begins in December <br />of 2016 which eliminates the costs to administer and purchase the regular dog licenses and <br />will be removed from the Fee Schedule. A Public Hearing on the 2017 Fee Schedule will be <br />held on November 28 at the regular Council meeting. <br />2. Community Management Plan (CMP) History & Process <br />Community Development Director Barnhart provided Council an update on the Community <br />Management Plan (CMP) which is due to the MET Council in December 2018. Barnhart <br />reviewed the process and explained the importance of the CMP which effects future zoning <br />and land use. The first open house will be held in February of 2017 with smaller focus groups <br />meeting throughout the year to discuss opportunities and issues that exist in specific areas. <br />The Council will appoint a Project Advisory Committee (PAC) to serve for approximately one <br />year to provide advice to the planning team. <br />3. Customer Service Report <br />Community Development Director Barnhart conducted a survey on customer service and <br />review the results with Council. There were 41 responses received. In addition, during a 5 <br />month period Staff followed 12 permits which were based on residents that had contact with <br />staff. The information may provide how our service is from the customer's point of view. <br />Council could decide to use a professional organization to conduct a survey in order to obtain <br />conclusive feedback. <br />
