PETITION FOR THE ESTABLISHMENT OF A LAKE IMPROVEMENT DISTRICT <br />To the City of Orono and Hennepin County: <br />The undersigned property owners are requesting that the City of Orono establish the <br />"Carmans Bay Lake Improvement District" (CBLID) as proposed below. The CBLID is <br />needed to provide an equitable and stable ongoing funding for Carmans Bay residents <br />to manage existing aquatic invasive species (AIS), such as Eurasian Watermilfoil on <br />Carmans Bay and be positioned to deal with future AIS threats. Voluntarily funded Bay <br />wide treatments in past years including 2016 have been very successful in controlling <br />Eurasian Watermilfoil on Carmans Bay. Absent these treatments Eurasian Watermilfoil <br />would dominate Carmans Bay to the detriment of property values, recreational water <br />activities, water quality, general health and appearance. <br />The benefits to the property owners as well as outside users of Carmans Bay from the <br />proposed CBLID would be improved recreational uses of the Bay, a return to its <br />natural appearance, and providing a healthy Bay for native aquatic species. The <br />Carmans Bay Lake Improvement District is needed to provide an equitable and stable <br />source of funding to help continually manage towards a healthier Bay. <br />The proposed boundaries of the CBLID are properties with direct access to the Bay or <br />its coves/channels. The properties defined as "Carmans Bay" include all addresses <br />from the west side of the Bay beginning with 3229 Casco Circle, PID 2011723430003 <br />around to the east side of the bay ending with 2800 Pheasant Rd, PID 2111723320004. <br />All of these properties would benefit from the CBLID improvements. <br />The CBLID would have 7 directors, who would be elected at an annual meeting of the <br />property owners in August of each year. The initial directors would be appointed by <br />the City of Orono. It is requested that the city of Orono provide administrative <br />support and oversight for the CBLID. <br />
