After receiving bids for the construction they have decided to scale back the <br />project and remodel the interior of the existing detached garage to function as a guest house. No expansion is <br />proposed. <br />The property has 1.25 acres in area, therefore a guest house is permitted via a conditional use permit (CUP). <br />Because the existing detached garage footprint is larger than 1,000 square feet, it is nonconforming with <br />respect to size, a variance from Section 78-1437 is required to plumb the building in addition to the guest <br />house CUP. <br />Planning Commission Recommendation <br />On September 19, 2016 the Planning Commission held a public hearing and reviewed the application including <br />the evidence submitted. Following the public hearing the Commission voted 6 to 0 on a motion to approve <br />the original proposal for the variance and CUP according to the staff recommendation which included <br />requiring the standard covenants. <br />Planning Staff Recommendation <br />Staff recommends approval of the revised project.
