REQUEST FOR COUNCIL ACTION <br />Date: October 24, 2016 <br />Item No: 4 <br />Department Approval: Administrator Approval: Agenda Section: <br />Name: Ron Olson Y"-4 City Administrator's <br />Title: Finance Director Report <br />Item Description: Public Hearing Regarding the Certification of Delinquent Utilities <br />Attachments: (A) Resolution providing for the collection of delinquent sewer, water, recycling <br />fees, septic program fees. <br />(B) Assessment rolls. <br />Each year the city certifies to the county, all unpaid annual service charges for the septic program, the <br />recycling program, and all delinquent sewer and water accounts of $50.00 or more, to be collected <br />with the following year's taxes. In addition to the outstanding amounts delinquent, eight percent (8%) <br />interest is added to all accounts and an administrative fee of $25.00 is added to all accounts. At this <br />time the total to be assessed is $ 129,210.71. This compares to $119,882.15 in 2015. The amount will <br />be decreased by any payments received up to the final payment date of November 23, 2016. A copy <br />of the assessment roll is attached for your review. <br />State statutes require the City hold a public hearing regarding the assessment of these fees prior to <br />certifying the assessment roll to the County. Notices of the public hearing have been sent to all <br />delinquent properties. The hearing is an opportunity for property owners to ask questions and provide <br />comments regarding the proposed assessment. <br />COUNCIL ACTION REQUESTED: <br />Adoption of the attached resolution providing for the certification of delinquent charges for the 2016 <br />utility service, septic, and the recycling fees. <br />
