MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, September 12, 2016 <br />7:00 o'clock p.m. <br />Barnhart stated what he has seen in his career is delivery of wood product for a wood worker to the <br />delivery of the finished product requiring straight line trucks or larger vehicles. Barnhart stated the <br />question is whether a piano recital is a product to be delivered. Typically what someone might expect is <br />some sort of product that is manufactured or reconditioned on the property that does not require a lot of <br />nonresidential equipment. Barnhart stated generally true manufacturing is not permissible since it tends <br />to be more intense and that what is being sold here is the music. <br />Printup asked if a music teacher would be comparable. <br />Barnhart indicated that would be a Level I unless they have 40 students at a time. <br />Walsh stated the Lines live close to him and that once you jog up the hill, it is a very steep hill and goes <br />all the way down past Forest Lake Landing. Walsh stated the sight lines are not very good and that there <br />are always kids playing basketball and riding bicycles. Walsh stated there is plenty of activity in the <br />neighborhood. <br />Walsh stated the reputation of the Lines as a music phenomenon speaks for itself and that the City can <br />debate the details of the bus runs, the number of people, etc., but in the end what he is seeing is an event <br />center. Walsh stated from his perspective, he does not care what neighborhood an event center is in since <br />it changes the character of the neighborhood. Walsh stated the Lines could perhaps hold the event at the <br />church. Walsh stated there are other issues with event centers that have different impacts, but to create an <br />event center in a neighborhood completely alters the character of the neighborhood. <br />Levang indicated she drove the streets earlier today and that they are very narrow. Levang stated she saw <br />the idea that there would be a shuttle bus and neighbors attempting to get in and out, as a problem. In <br />addition, this is a quiet, residential neighborhood, the street is a dead-end, and there is not any off-street <br />parking. Levang indicated she had difficulty turning around and had difficulty parking. Levang stated <br />she sees safety concerns with that. <br />Levang stated in her view the hours are not appropriate. Levang stated even though she is an empty - <br />nester, she has kids and other people at her house quite frequently. In addition, the noise from ticket <br />holders going in and out is difficult to control. People will be excited to come and when they would <br />leave. Levang stated she is not sure how the City can allow this type of use in a quiet residential <br />neighborhood and that it perhaps needs to be done in another place. Levang indicated she will be voting <br />against it. <br />McMillan stated she senses when the concerts are happening that there is not a problem with the noise but <br />that the issue is getting the people to the event. McMillan indicates she lives on two dead-end streets and <br />people have to be shuttled in for certain things. McMillan stated she understands this involves only four <br />or five shuttle trips, but the feeling is that there are shuttle buses in the neighborhood, which gives a <br />different feel to the neighborhood and that there is something commercial going on. <br />McMillan stated when she looks at some of these dates, they can can be an entire weekend, which can <br />have a pretty big impact to the neighborhood since there will be 120 people going to and fro in the <br />neighborhood for a commercial event. McMillan stated that is the issue she is struggling with. McMillan <br />commented she is not sure if there is a compromise, but that what she sees is a lot of June and August <br />weekends, which is pretty intense. McMillan stated she is not sure if there is a way to dial it back to the <br />Page 6 of 8 <br />
