City of Orono May 14,2002 <br /> PO BOX 66 <br /> Crystal Bay, MN 55323 <br /> To whom it may concern: <br /> I have been concerned about the property at 3400 North Share Drive for many years and have <br /> called the City several times but have never received a favorable response. <br /> The yard has never looked neat and tidy even when they were not under construction. <br /> The house has never been painted completely in one color. <br /> My main concern is with the number of families living in a single family home. The house has <br /> never been zoned or received a conditional use permit as a multiple family dwelling. The house has never <br /> been used as a multiple family dwelling until the current owners bought the property. <br /> In my opinion,the new construction is converting the property to allow two,three or maybe four <br /> families to live together. <br /> If this property ever becomes non-owner occupied the property will be over populated with three <br /> or four families living in a single-family residential area. <br /> This will decrease property values and should also decrease property taxes for the neighborhood. <br /> Which Department is responsible for enforcing the zoning laws? Can that Department take a pro- <br /> active role or does a citizen have to file a written complaint before an investigation can begin? <br /> When building plans are approved I am sure the zoning laws are considered. But I am not sure all <br /> properiy owners are given written warnings against violating zoning laws befare they spend thousands of <br /> dollars on construction. <br /> It is very difficult to enforce zoning laws after the plans are approved and the property is <br /> ccns�ru�teu as�mu!tip!e-f rrii!y d�=.�e!!;r_�. ,A pr�_active apnroach would make the owners more <br /> responsible for their actions. If zoning laws are given to owners in writing the owner should not complain <br /> about spending thousands of dollars on construction and getting caught in violation of the zoning laws. <br /> Which Department is responsible to insure all the occupants of a house belong to one family? <br /> Does anyone have the right to ask occupants to prove they are family members? <br /> I am wondering if the responsible Department could contact all of the concerned neighbors to keep <br /> us informed. Maybe we could have a meeting,or maybe we could put the issue before the City Council. <br /> I would like to remain anonymous but as a concerned citizen I expect to hear from you. <br />
