MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,October 23,2017 <br /> 7:00 o'clock p.m. <br /> 12. #17-3968 SAARRATT DESIGN AND COMPANY ON BEHALF OF FREDERICK AND <br /> PATRICIA JOHNSON, 1565 ORCHARD BEACH PLACE(PID 07-117-23-0026)—RESOLLJTION <br /> NO.6801 &RESOLUTION NO.6802—Continued <br /> Walsh noted the City Council discussed this application two weeks ago and that the question before them <br /> is whether anything compelling has been raised to change the decision they made two weeks ago. <br /> Crosby stated there is a lack of space to build on and that nothing raised tonight has changed his mind. <br /> Walsh stated he can see the one-car garage as a practical difficulty and that the City has granted variances <br /> in the past to allow a one-car garage. Walsh stated he does not see anything compelling that would <br /> change the Council's decision from two weeks ago. <br /> Printup moved,Crosby seconded,to adopt RESOLUTION NO.6802,a Resolution approving the <br /> lot area,lot width,and average lakeshore setback variances for the property located at 1565 <br /> Orchard Beach Road,and to adopt RESOLUTION NO.6801,a Resolution denying the rear yard <br /> setback variance. VOTE: Ayes 3,Nays 0. , <br /> 13. REVIEW ORDINANCE PRIORITIES <br /> Barnhart stated Staff has been directed to research a number of ordinances and then present Staffls <br /> recommendations back to the City Council. Staff is limited on resources to handle all of these at the same <br /> time and are looking for direction on prioritization. Barnhart noted seven priorities identified last fall <br /> have been completed. <br /> Barnhart stated Staff is looking at the following possible ordinances: <br /> 1. Ordinance to regulate special events; ordinance to clarify accessory structure setbacks, <br /> 2. Ordinance to amend the regulations of signage, include size, location, illumination,and to' <br /> confirm content neutrality, <br /> 3. Ordinance to review permitted and conditional uses in the business districts, <br /> 4. Ordinance to remove hour restrictions on Long Lake. An ordinance has been primarily written by <br /> Long Lake and Staff will be utilizing most of that language. <br /> 5. Ordinance to regulate rentals, including short-term rentals and the need to regulate long-term and <br /> short-terxn rentals. Barnhart noted this is being driven to a certain extent by the Super Bowl since <br /> it will be bringing more activity into town. <br /> 6. Ordinance to clarify defmitions,including dry buildable, connected,in kind,restaurants. <br /> Barnhart stated earlier today during the work session the City Council discussed the wetland ordinances <br /> to reduce the setback requirements. Due to limited Staff resources and time being spent on the <br /> Comprehensive Plan and the Navarre plan,Barnhart indicated he can only do one ordinance a month and <br /> that he would like the City Council to prioritize the proposed ordinances. <br /> Page 7 of 11 <br />
