8. No Amendment. This Declaration may be modified or amended only upon the <br /> recording of a document setting forth such amendment executed by all of the Owners, <br /> their mortgage lenders, City and any other party having a record interest in Lot 1 and <br /> Lot 2. <br /> 9. Severabilitv.
