The reasons for our request for reconsideration are outlined <br /> below. <br /> The four trees, a cottonwood, a willow and two ash, are all considered to be hazard trees <br /> that present a serious potential threat to both property and people. As I mentioned in my <br /> previous correspondence, all four trees exhibit multiple signs of structural instability and <br /> are highly subject to failing due to a number of conditions, including ice ar snow load, <br /> wind or other natural or environmental stress and decay. Not only is this a concern for <br /> the surrounding viable trees, the marina and other structures that could be damaged <br /> should a failure occur, of a greater concern is the potential injury or death to persons. <br /> Moreover, in that the City has undertaken the responsibility to issue permits to remove <br /> trees, I would believe that any damage from not permitting the removal of these hazard <br /> trees could create liability issues for the City. <br /> I also understand that removal of a dead tree does not require a permit, although an <br /> ].;tc»PCtl�lll 1S rr-qUll'Q(�- �71�]11]P t�lf'Se trPP� �_r? 110t t?C�?':71C�1�)' U�e�C�, fPOIY'i 3?7 wrhnr�,i�lti�r�l <br /> standpoint they are no longer viable trees. In iny experience few trees actually reach the <br /> dead stage before they fall; it is much more common for a tree, particularly a larger tree, <br /> to fail after it exhibits signs of extended decline but before it is deemed dead. Thus, to � � <br /> wai; until these trees are dead will subject persons and property to unwarranted risks <br /> associated with the potential failure of these large hazard trees. <br /> The removal of these hazard trees will also allow the property owner to plant healthy, <br /> viable trees. Given the environment we have suggested planting five 12" Norway spruce <br /> trees, although we are open to other suggestions.
