#2667 North Shore Marina � <br /> April 13, 2001 <br /> Page 5 <br /> — Gayles Marina no longer exists, and the demand for slippage is ever-increasing in <br /> all areas around Lake Minnetonka;the allowance of dry-stacking may relieve some <br /> pressure to rent slips at private docks which Orono doesn't allow(but can't easily <br /> regulate). And,as each year the number of bigger boats stored at marinas increases, <br /> the cost of water slips becomes prohibitive for the casual boater who only wants to <br /> go out occasionally. Availability of dry-stack slips potentially could decrease the <br /> number of boats being trailered to the public accesses. <br /> — With trailerable boats also getting bigger, the storage of larger boats in residential <br /> driveways around the lake all summer may be slightly decreased if the dry-stack <br /> alternative is available. <br /> 4. The inconsistency between LMCD and Orono in the licensing of slips or spaces for lake use <br /> should not continue indefinitely.LMCD is better positioned than Orono for influencing and <br /> managing the overall density of boats on the Lake. If the land base can adequately support <br /> the boating operation without negatively impacting the surrounding neighborhoods or <br /> causing traffic concerns, then perhaps the City should defer to the LMCD in regards to <br /> ultimate use of the lake. The City has not shown any recent interest in micro-managing the <br /> marinas as it did 20 years ago. <br /> 5. While there may be substantial reasons to consider allowing a1172 dry-stack spaces for lake <br /> use,Planning Commission must weigh this against the possible added traffic to and from this <br /> marina. The neighbors have made the point that traffic along North Shore Drive is a problem <br /> during the summer months. Will adding 52 dry-stack spaces add to the traffic problem? <br /> Applicant should provide information as to his expectations of how often any given dry- <br /> stacked boat will be used,based on his experience with 20 spaces and/or the experiences of <br /> other marina operators on the Lake using dry stacks. <br /> Staff Recommendation <br /> Planning Commission should review the application in terms of the following: <br /> - Compliance with parking needs as established by Code; <br /> - Compliance with landscaping code requirements, and needs for additional landscaping <br /> -Potential impacts on neighboring residential properties(visual;noise;auto traffic;boat traffic;etc.) <br /> Note that staff has advised the applicant that any future applications which make physical changes <br /> to the site layout will likely require the addition of stormwater management facilities and a more <br /> detailed review of the site in terms of hardcover. <br />
