The clubhouse building near the lake has since been renovated; the <br /> landscaping has been enhanced considerably, especially along North Shore Drive; and the site <br /> continues to be maintained in a way that results in no complaints. Anderson is working with staff <br /> to continue his landscaping improvements,and has expressed a willingness to improve stormwater <br /> management facilities on the site in conjunction with a comprehensive long-term site renovation plan <br /> he is planning to bring in later this year for discussion. He will also be considering the options for <br /> removal or renovation of a small house on the site(used mainly for storage)which was damaged by <br /> fire over the winter. <br /> On the downside, perhaps, is that graveled areas on the site (most of it is not paved) are perceived <br /> by staff to have crept outward through the years. We have never had a formal hardcover survey of <br /> the site, and old site plans on file suggest that certain areas have been used for parking and storage <br /> off and on. There appears to be as much hardcover today on the site as there has ever been. <br /> CUP Requirements <br /> Section 10.41 Subd. 7B allows the issuance of a CUP for on-demand launching of customers' boats <br /> stored on the site,as long as adequate parking is available,and as long as the approved landscaping <br /> plan is being adhered to. <br /> Parkin�. North Shore Marina has more than adequate space available for parking to serve the dry- <br /> stacking needs as well as the slip customer needs. The number of water slips historically licensed <br /> by the LMCD is 93(the City has historically licensed 86 as rental slips)and with 72 dry-stack spaces <br /> the total boats for lake use is 165 of which 158 would be for rental use. Orono's B-2 ordinances <br /> require 6 parking stalls per 10 boats,plus 8 additional spaces for the service/retail component of the <br /> business. Total required parking is 8+ [158 x 0.6] or 103 spaces. T'he attached site plan(which is <br /> slightly out of date since the parking adjacent to the office was rearranged in 1997 but no new site <br /> plan has been submitted) indicates the location of 81 parking stalls. However,there is substantial <br /> hardcovered area outside the defined pazking area in which cars have been parked during the boating <br /> season when storage is minimal. Applicant should be asked to provide an undated site plan defining <br /> an exact parkin�lavout for 103 snaces. <br /> Landscaping. The attached landscape plan is a generalized plan that the City has had on file for <br /> perhaps 10 years or longer. Site landscaping has been enhanced considerably while Anderson has <br /> owned the marina.Landscaping areas adjacent to the lagoon,clubhouse and office area were added <br /> shortly after he took over. Within the last two years the screening along North Shore Drive has been <br /> completely renovated with new berms and plantings. The intent for 2001 is to add significant <br /> vegetation along the west side of the service building.While this area has been given some attention <br /> by this and past owners,the past lilac plantings have not resulted in much of a buffer,and additional <br /> screening is needed to better screen the building from the residential neighbors to the west. <br />
