Planning & Zoning Administrator <br /> Item Description: North Shore Marina - Clubhouse Sewer Connection <br /> In March 1994 Council approved a building permit for remodeling of the clubhouse building <br /> near the shoreline. No structural work was involved, this was essentially a cosmetic remodel. <br /> According to City records, a sewer connection permit for that building had been taken out in <br /> 1970, and it was assumed to have been connected to sewer. <br /> Yesterday Rich Anderson had Roto Rooter out to clear the clogged sewer line from the <br /> clubhouse bathroom. They found an old septic tank in use, and we have concluded that the <br /> cabin apparently never was connected to sewer, even though a permit was issued 25 years ago. <br /> City codes won't allow continued use of this septic system and Mr. Anderson would like to solve <br /> the problem by connecting the clubhouse to the sewer line in the Marina Office building 40' <br /> away. While a plumbing permit will be required, no connection charges are due. North Shore <br /> Marina has been paying quarterly sewer charges on this unit for many years. <br /> This ite;m is brougtit t� Council's attention because completing this connection adds to the <br /> permanency �f this i:onconforming structure. <br /> Staff Recommendation <br /> Staff recommends that Council approve a plumbing permit for the clubhouse conditioned on <br /> suitable abandonment of the existing septic system. Staff is working with the applicant and his <br /> contractor as to exactly how that connection will be made, considering the intricate web of <br /> various utility lines buried in this area of the property. (Note that, although a holding tank was <br /> suggested as an option for this seasonal building, City code would require the use of municipal <br /> sewer where it is available). <br /> Options for Action <br /> 1. Apprcve connection per staff recommendation. <br /> 2. Tabl� for furthPr discussion. <br /> 3. Disallc�w connection (state preferred altemative - removal of plumbing from <br /> clubhouse?). <br /> 4.
