JOHNSON, 3105 NORTH <br /> SHORE DRIVE, CITY OF ORONO, HENNEPIN COUNTY <br /> Dear Ms. George: <br /> I have reviewed the information you faxed regarding Minnehaha Creek <br /> Watershed District permit application 95-129. The proposed project <br /> involves placing soil anchors and steel floor plates (deflection <br /> plates) on top of riprap for purposes of shoreline stabilization. <br /> The proposed project would require a DNR Protected Waters permit. <br /> The proposed project would not meet the conditions of pending <br /> General Permit 95-6140, so an individual DNR permit is required. <br /> The Watershed District and Mr. Johnson (by copy of this letter) are <br /> advised that the DNR will not look favorably on the proposed <br /> project. Within the Department Rules, it is a stated goal that <br /> retaining walls and other structures (such as the proposed <br /> deflection plates) be limited in order to preserve the natural <br /> character of protected waters and their shorelines, In general, <br /> these types of structures are only permitted if more natural <br /> alternatives for shoreline stabilization (i.e. , vegetation or <br /> natural stone riprap) are not feasible. However, Mr. Johnson may <br /> apply for a DNR permit and go through the full review process.
