Willie advised me that he indicated he would not
oppose a vault toilet situation as long as it has no sink or other water plumbed into the bathroom
facility. His conclusion was based on discussions with Public Works Sewer& Water Supervisor
Scott Oberaigner in which it was noted that connection to the municipal sewer would be lengthy
and potentially difficult, likely requiring boring under County Road 51.
Three additional pieces of information lead me to conclude, however, that a vault toilet would
not be allowed at Noerenberg. First, the property was assessed for municipal sewer as part of the
1963-1B Trunk interceptor sewer project(see attached assessment spread sheet). Second, at
least three sewer connection stubs were installed to serve the property;these stubs appeaz on City
as-built plans(copy and enlargement attached). Third, Orono Municipal Code Section 58-45
sta.tes that"The owners of all buildings where city sewer is available, or becomes available, shall
connect the buildings to the city sewer..." A copy of that complete code section is attached.
Based on the above, it is my conclusion that installation and use of a vault toilet system at
Noerenberg Memorial Gardens would not be allowed. Please contact me at 952-249-4622 or via
email at mgaf&on_,ci.orono.mn.us if you have any questions.
Sincerely,

Michael P. G on
Asst.
