,' � Page 1 of 2 <br /> Sec. 78-441. - Permitted uses. <br /> Within any RR-1B-1 one-family rural residential district, no land or structures shall be used except <br /> for one or more of the following uses: <br /> (1) <br /> One-family detached dwellings. <br /> ��) <br /> Publicly owned parks and playgrounds. <br /> (3) <br /> Municipal buildings. <br /> (4) <br /> Personal wireless service antennas and towers. <br /> a. <br /> Purpose and intent. The purpose of subsection (4) of this section is to establish predictable, balanced <br /> regulations for the siting and screening of wireless communication equipment in order to <br /> accommodate the growth of wireless communication systems within the city while protecting the <br /> public against any adverse impacts on the city's aesthetic resources and the public welfare. <br /> b. <br /> Personal wireless service antennas. Personal wireless service antennas erected on a municipal water <br /> tower may be allowed as a secondary use by administrative permit, provided they comply with the <br /> city policy regarding the use of city-owned property for wireless telecommunication antennas and <br /> provided they meet the following conditions: <br /> 1. <br /> The antenna shall be in compliance with the state building code and all other applicable federal and <br /> state regulations and permits. <br /> 2. <br /> Structural design, mounting and installation of the antenna shall be in compliance with manufacturer's <br /> specifications and shall be verified and approved by a registered professional engineer. <br /> 3. <br /> No advertising message shall be affixed to the antenna. <br /> 4. <br /> Antennas shall not be artificially illuminated unless required by law or by the Federal Aviation <br /> Administration (FAA) to protect the public's health and safety. <br /> 5. <br /> When applicable, proposals to erect new antennas shall be accompanied by any required federal, state <br /> or local agency licenses. <br /> 6. <br /> Transmitting, receiving, and switching equipment shall be housed within the existing structure. If a <br /> new equipment building is necessary for transmitting, receiving and switching equipment, it shall be <br /> situated in the rear yard of the principal use and shall be screened from view by landscaping. <br /> 7. <br /> All obsolete and unused antennas shall be removed within 12 months of cessation of operation at the <br /> site unless an exemption is granted by the city administrator or his designee.
