<br /> We have reviewed the proposal to install a second culvert under Long Lake Road and excavate
<br /> the ditch along County Road 6 to provide an adequate outlet for the existing wetland on Lot
<br /> 8, Block 1, The Farm at Long Lake. The initial calculations done by Mr. Nels P. Nelson,
<br /> BARR Engineering Company and the recent letter by Stephen M. Johnston, Landform
<br /> Engineering Company appear acceptable from an engineering standpoint. The house walkout
<br /> elevation should be set no lower than elevation 988.5, as determined by Landform Engineering
<br /> Company. This will provide approximately one foot of freeboard above the calculated 100-year
<br /> flood elevation. The homeowner should be advised that one foot of freeboard may not be
<br /> adequate protection from flooding during a larger frequency storm event.
<br /> Silt fence should be installed at the downstream limits of the proposed grading prior to
<br /> commencing with the work. Long Lake Boulevard must be repaired to its original cross-section
<br /> or to a minimum of six inches of Class 5 aggregate base and 4.5 inches of bituminous mixture
<br /> (1�pe 41)whichever is greater. Bituminous mixtures must be placed in lifts not exceeding three
<br /> inches in thickness. All backfill below the Class 5 aggregate must be granular borrow material
<br /> :neeting MnDOT Specification No. 3149. Access along Long Lake Boulevard must be
<br /> maintained at all times, keeping one iane af traffic �pe::. '?'.rr�ffic control must be installed and
<br /> maintained in accordance with the MMUTCD. T'he City should be notified for inspection at
<br /> least 48 hours prior to removing the surface of Long Lake Boulevard. We would recommend
<br /> a $10,000 letter of credit be provided to the City to insure that the work is done satisfactorily.
