MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,August 14,2017 <br /> 7:00 dclock p.m. <br /> 9. #17-3945 WILLIAM AND SUE DUNKLEY,2709 WALTERS PORT LANE AND <br /> 2710 PENCE LANE—SKETCH PLAN—Continued <br /> City Attorney Mattick stated he understands Mr. Hueller's position and that he would note the City <br /> Council does not have the authority to say an easement governs a certain way. Mattick stated the sketch <br /> plan presumes the Dunkleys will have access over Lot 8 and that he would recommend the City Council <br /> not get involved in any negotiations regarding Lot 8. <br /> Seals asked if the City generally discourages shared driveway situations. <br /> Crosby noted it is a joint private road and not necessarily a shared driveway. <br /> Curtis stated City Code allows two homes to access off of a private road and that a third home triggers the <br /> requirement for a wider road. <br /> The City Council took no formal action on this item. <br /> 10. #17-3948 APEX HOLDINGS,LLC,2635 KELLEY PARKWAY CUP SENIOR HOUSING <br /> PROJECT,COMPREHENSIVE PLAN AMENDMENT,REZONING AND <br /> PRELIMINARY MASTER PLAN,FINAL PLAT <br /> Sanjeev Mangalick,Applicant,and Viren Gori,Architect,were present. <br /> Barnhart reviewed his Staff inemorandum dated August 14,2017,regarding a proposal to construct senior <br /> housing consisting of a 2-story residential structure with 70 units. The applicant is requesting rezoning to <br /> RPUD, approval of a Comprehensive Plan Amendment,platting of the existing outlot,and a Conditional <br /> Use Permit and master plan. The Planning Commission recommended approval of the various actions <br /> and suggested that bump-out spaces be added along Kelley Parkway as well as a second access,which the <br /> applicant was not opposed to. Staff recommends the City Council direct Staff to draft a resolution of <br /> approval. <br /> Crosby asked what the top of the building is. <br /> Barnhart indicated it is approximately 38 feet high. Barnhart stated the defined height is a function of <br /> where the finished floor elevation is and the highest adjacent grade. The defined height of Stonebay is <br /> approximately 46 feet. Barnhart noted this project would also help meet the City's density requirements. <br /> Barnhart stated because the site is currently zoned office,that would not count towards the density <br /> requirements. <br /> Walsh asked how many of the units would count towards the City's density. <br /> Barnhart stated it is likely only 48 units would count because not all units contain a kitchen,which would <br /> eliminate the 22 memory care units. <br /> Walsh stated he likes the concept of the density but that he would like to get full credit for all the units. <br /> Walsh stated in his view the extra curb cut makes a lot of sense. <br /> Page 4 of 13 <br />
