I performed a site visit this <br /> afternoon and there are significant issues regarding the erosion control on the site. Attached are a few photos showing <br /> the existing conditions including photos showing North Arm. Due to no or improper erosion control at the site, a stop <br /> work order was issued today (3/29/13)at 1:40pm. <br /> No work will be allowed to take place on the site until all the necessary work is corrected, but there are issues which <br /> need to be addressed in the next 24 hrs or the City or Minnehaha Creek Watershed District(MCWD) will take corrective <br /> action. Any work performed by the City or MCWD will be billed directly to your company and if no payment is received, <br /> all costs will be deducted from existing escrow funds. <br /> Furthermore, it appears the contractor damaged the existing City culverts which drain north to North Arm and the <br /> culvert which drains the proposed swale in the rear yard. These culverts will need to be inspected and corrected prior to <br /> any work taking place on the site. The corrective measure can be broken down into two categories as follows: <br /> Item needed to be corrected in 24 hrs: <br /> • Proper Erosion control installed. This will include the proper installation of biorolls or silt fence to maintain <br /> sediment on the site. Also inlet control measures need to be installed around the three culvert outlets to <br /> prevent sediment from being discharged to North Arm. <br /> Items needed to be corrected before work is initiated at the site: <br /> • The removal of all building materials from the City's right of way. <br /> • Street sweeping of Maple Place, Cherry Avenue, and portions of Hennepin County's North Shore Drive. <br /> Hennepin County is copied on this email and will give direction as to how much sweeping is needed on their <br /> roadway. <br /> • The installation of a rock construction entrance to City standards. <br /> • Cleaning of all three City culverts without allowing sediment to reach North Arm. <br /> • Inspect all three City culverts which drain to North Arm for damage. I will require you hire a contractor to do a <br /> televising inspection to determine if any damage was done to the pipe and any damage will need to be <br /> corrected. A City representative will determine the extent of the damage and what corrective measures will <br /> need to take place. <br /> • Inspect the culvert(televising) which drains west to the rear drainage swale and correct any damage to the <br /> pipe.
