WATERTOWN ROAD AND STUBBS BAY ROAD, continued) <br /> <br />Another road identified in the City’s CIP is Baldur Park Road. The initial engineer estimate for that road <br />is $223,917. The City has secured funding from FEMA in the amount of $59,223. Assuming that Stubbs <br />Bay Road is the priority project, there would be $142,000 that the City would still need to fund. Edwards <br />stated the most likely source of the funding would come from the Permanent Improvement Revolving <br />Fund, which currently has a balance of $820,000. Edwards noted if money is taken from that fund, it has <br />to be paid back. If that has to be paid back in 2016 and the City has to levy for that amount, it would <br />result in a 4.2 percent increase for every $100,000 levied. On a $600,000 home, the property owner <br />would see a $46 increase in their taxes for 2016 to pay for that $100,000. <br /> <br />Loftus stated part of the Baldur Park project consists of drainage improvements, which would also come <br />from the stormwater fund. <br /> <br />Edwards stated those costs are not significant and that they could perhaps use those funds for the curb and <br />gutter. <br /> <br />Loftus stated that portion would qualify for money from the stormwater fund and currently $40,000 <br />would be available from that fund. <br /> <br />Edwards stated there are also some culverts that could be funded from that. <br /> <br />Walsh asked if Baldur Park Road is a total reconstruction. <br /> <br />Edwards indicated it is. <br /> <br />Walsh asked whether the City could do a reclamation on the City’s portion. <br /> <br />Edwards stated what he is recommending for Baldur Park is that the engineering work be completed to <br />assess what is underneath that road and then determine what the City’s possible options are. Edwards <br />stated it will depend on what is underneath the asphalt. <br /> <br />Loftus stated Staff did discuss Phase 2 and 3 earlier today and that they are looking at $1.2 million that is <br />still unfunded for next year. <br /> <br />Walsh stated there are a number of roads that are unfunded and that in his view some portions of Phase 2 <br />may not be necessary. Walsh stated the portion of Watertown Road where the curve is located is in great <br />shape. Walsh stated he would like to spend the money smartly. <br /> <br />McMillan stated Long Lake will be asked to commit to the $133,000. <br />Edwards stated when the Council talked last October, they did make the deliberate decision that Phase 1 <br />would consist of the most heavily traveled section of Watertown Road and the most damaged or the <br />section that is in the most need of repair would be in Phase 2. Edwards stated the overall funding for road <br />projects is scheduled to be discussed at a future work session. <br /> <br />McMillan stated she wanted to ensure the City had a funding source for Stubbs Bay Road.
