Accumulated precipitation since 4/Ol/2014, as recorded at MSP and reported by the USDA <br /> National Agricultural Statistics Service in cooperation with the Minnesota Department of <br /> Agriculture reports that for the week ended October 12, 2014, was 7.16" above normal. <br /> Precipitation for the period 10/06/14 to 10/12/14 was reported to be 0.58" below normal and for <br /> the preceding 4 weeks was 0.51" below normal. <br /> One area, labeled Area A, was examined to determine if it met wetland requirements. The area is <br /> a terraced slope dominated by reed canarygrass (Phalaris arundinacea FACW). There were <br /> some wetland species present, a small amount of reed canarygrass mixed in with the bluegrass. <br /> However, at sample point SP A in the center of the reed canarygrass, the soil consisted of a <br /> lighter-colored loam and was not found to be hydric. Wetland hydrology was not indicated, <br /> either, with only one secondary hydrology indicator present, DS (FAC-Neutral Test). While the <br /> terrace likely slows down water enough to allow the reed canarygrass to thrive, it doesn't appear <br /> to cause an accumulation of water to the degree of forming wetland soils. <br /> Detailed soils, vegetation, and hydrology data for the sample point is provided in the data sheet <br /> in the Technical Documents section. <br /> DISCUSSION <br /> SER completed the site examination to search for areas potentially meeting the three required <br /> technical criteria as outlined by the 1987 Manual: the presence of hydric soils, a predominance <br /> of hydrophytic vegetation, and indicators of wetland hydrology in each basin. The property was <br /> examined for the possible presence of wetlands on 10/06/14 and field data for the area in <br /> question was collected on 10/09/14. <br /> SER personnel examined the subject property for areas meeting jurisdictional wetland criteria <br /> during the site visit. One potential wetland area was examined however wetland indicators were <br /> absent (Figures 5 and 6). Detailed soils, vegetation and hydrology data are provided in the data <br /> sheet in the Technical Documents section.A set of figures is provided in the Figures section. <br /> RECOMMENDATIONS <br /> Activities that impact or could potentially impact wetlands are regulated at several levels of <br /> government. In Minnesota, the two primary jurisdictions are covered at the state and federal <br /> levels by the provisions of the following legislative actions. <br /> i= State jurisdiction by the Wetland Conservation Act of 1991 (WCA) administered by the <br /> WCA Local Governmental Unit(LGU). <br /> 2* Federal jurisdiction by the Clean Water Act of 1972 and subsequent amendments. <br /> Wetland protection is implemented by the Corps of Engineers (Corps)with permit <br /> certification issued by the Environmental Protection Agency. <br /> The lack of any wetland areas that SER has determined is not official until approved by a WCA <br /> approved local government unit (LGU). SER advises the property owner/developer to refrain <br /> from any filling, draining, or excavating, or any impact to the area that SER has examined until <br /> final review has been completed by the LGU.
