MINUTES OF THE ORONO COUNCIL MEETING HELD APRIL 22, 1985, AT TE�E ORONO MIDDLE <br /> SCHOOL AUDITORIUM AT 685 OLD CRYSTAL BAY ROAD - PAGE 7 <br /> PUBLIC HEARING Curt Quady of 1223 Brown Road South reiterated that the Art <br /> (CONT_ ) Centershould be included in the project. Quady stated that <br /> 15 years ago the City proposed sewer and would have cost the <br /> residents only $1 , 500 and now it is $10 , 850/unit. Quady <br /> stated that he was on the Council at that time and the Council, <br /> through pressure, voted against the sewer project. Quady <br /> disclosed that he was the only Councilmember to vote for the <br /> project. Quady felt that the City should help pay for the <br /> � sewer project since the City made the mistake 15 years ago and <br /> cost the residents $9 , 000 . <br /> John Ericson of 1620 Shadywood Road asked the Council for a <br /> concensus on whether the Council will assess the project 50- <br /> 75-100 percent against the benefitting property owners . <br /> Ericson asked how long it will take to include the Art Center <br /> and the new development to the west in the sewer project. <br /> Mayor Butler explained that the new homes west of the Art <br /> Center are being developed on two acre lot sizes with <br /> acceptable septic area and is outside of the designated sewer <br /> servicearea thatispart of the Comprehensive Plan. Butler <br /> noted that the Comprehensive Plan involves the approval and <br /> permission from the Metropolitan Council in order to have <br /> that document changed . Butler noted that a public hearing <br /> will be held on May 13 , 1985 , concerning the possibility of <br /> sewering the Art Center. <br /> Newell Weed of 1385 Orono Lane reported that his area was just <br /> sewered a few years ago. Weed stated that this was the first <br /> time he has ever seen a Council propose something like this . <br /> Weed mentioned that he cannot figure out why under a tax <br /> paying system, the Council can ' t propose something that is <br /> equally fair to all people. Weed noted that three years ago <br /> the Council proposed sewer for the Minnetonka Bluffs area and <br /> never was a meeting held like this one because the Council <br /> didn't even consider such a proposal. Weed stated that 100 <br /> percent of the Orono residents in the Bluffs area were <br /> against the sewer project and the Council still voted to <br /> sewer the area. Weed reported that all of the Bluff s sewer <br /> assessment was placed against the benefitting property <br /> owner.s. Weed asked the Council if they can legally assess a <br /> half a million dollars against non-benefitting property <br /> owners. <br /> Mayor Butler answered yes the City Council can assess non- <br /> benefitting property owners . <br /> Newell Weed of 1385 Orono Lane declared that the Council has <br /> the power to assess to the public as much as they want to in <br /> order to sewer the entire area without the general public <br /> benefitting from the project. Weed stated that he was <br /> chairman of the school board at one time and agreed with <br /> Jentilucci ' s comments about people voting for the bond <br /> issues that do not have children.
