MIidUTES OF THE ORONO COUNCIL MEETING IIELD APRIL 22, 1985 , AT TI3E ORONO MIDDLE <br /> SCHOOL AUDITORIUM AT 685 OLD CRYSTAL BAY ROAD - PAGE 5 <br /> PUBLIC HEARING <br /> (CONT. ) OPTION 5 . Installation of individual holding tanks with <br /> off-site disposal. <br /> OPTION 6 . Selective condemnation and demolition of <br /> properties which cannot/will not comply. <br /> OPTION 7 . Installation of collection system connected to <br /> existing MWCC interceptor ( installation of sewer ) . <br /> Assistant Zoning Administrator Gaffron explained that <br /> OPTIONS 1-6 each have certain drawbacks and that OPTION 7 , <br /> installation of sanitary sewer , provides the only permanent <br /> sewage disposal method for the Crystal Bay area . <br /> Chris Kelley of 2340 Fox Street asked Gaffron what the <br /> problem is with OPTION 4 . <br /> Assistant Zoning Administrator Gaffron noted that OPTION 4 <br /> is a collection system that discharges into a community <br /> drainfield. Gaffron noted that there is i_nadequate area in <br /> the Crystal Bay area to loc�te a community drainfield. <br /> Gaffron also noted that a community drainfield tends to put <br /> excess nutrients in the soil seeping into ground water <br /> affecting the drinking water. <br /> Albert Gallistel of 2933 Casco Foint Road stated that he <br /> unc'erstands that there is a certain need for money in this <br /> area but that he doesn ' t feel that charity should be mixed <br /> with sewer. Gallistel noted that he paid for his sewer and <br /> water and received no help from the general tax payers . <br /> Gallistel stated that probably half the people in the Crystal <br /> Bay area do not need the financial assistance and then the tax <br /> payers would be providing charity to those people. <br /> Ken Carlson of 3498 North Shore Drive asked if the City is <br /> still allowing people to run down spouts into their sewers . <br /> Assistant Zoning Administrator Gaffron stated that down <br /> spouts and garage drains are not allowed to discharge into <br /> septic systems but that people still do this . Gaffron <br /> stated that it is impossible to police such a violation. <br /> Gaffron reminded the public not to allow such a violation to <br /> exist because it is detrimental to the septic and sewer <br /> systems. <br /> Shirley McWilliams of 1130 Willow Drive testified that the <br /> initial sewers in Orono were paid for by every citizen in <br /> Orono and noted that he has evidence to prove this fact. <br /> McWilliams stated that he called the previous Engineer and he <br /> sent a telegram referring to these projects . McWilliams <br /> stated that the City did about half of the project for the <br /> contractors by doing the cleanup and restoration work. <br />
