This <br /> correspondence is intended to operate as an objection by the <br /> Waynes to the proposed assessment for the following reasons : <br /> l. The proposed assessment exceeds the benefit to the <br /> subject property; that is, the assessment does not <br /> increase the market value of the property by at least <br /> the amount of the assessment. <br /> 2.
