Butler added if the Art Center is <br /> included' in the project , it will not incur any additional <br /> construction because the pipe is already proposed to extend . <br /> � down Briar Street so that the Art Center could hookup at that <br /> point. <br /> Curt Quady of 1223 Brown Road South felt that the Art CeYzter is <br /> part of Crystal Bay and should have been included in this <br /> sewer project. Quady explained that he was on the Council <br /> when this area was first proposed for sewer. Quady stated <br /> that the Council voted against the sewer project because of <br /> pressure. Quady noted that hewas the only Councilmember to <br /> vote for the Crystal Bay sewer project. Quady felt it was a <br /> mistake on the City' s part not to have sewered the area long <br /> ago. Quady reiterated that the Art Center will require 20 <br /> units and that it should be incl��ded because it will lower the <br /> cost to the individual Crystal Bay residents. Quady stated <br /> that the whole project should be delayed until the Art Center <br /> is included in the project. <br /> Herman Renner of 3180 North Shore Drive agreed with Quady <br /> th2.t the Art Center should be included in the project and that <br /> the development to the west of the Art Center should be <br /> included too. Rennerfeltthatsepticsystemsare temporary <br /> and not state of the art. <br /> N,ayor Butler introduced Carolyn Drude from Ehlers & <br /> Associates, the City' s financial consultants . <br /> Carolyn Drude presented the financial side of the project and <br /> noted the different assessment options that the Council is <br /> considering. Drude stated that a 15 year bond maturity is <br /> proposed extending the assessment payments over 15 years . <br /> Drude explained that if the Council assesses the project 50$ <br /> to the benefitting property owners , then 50� will be spread <br /> over the general tax rolls and would increase taxes based on <br /> the valuation of the property. Drude also noted that one can <br /> pay in advance to avoid any interest payments . Drude gave <br /> the example of the assessment that would increase property <br /> taxes for a $150 , 000 market value home by $22 . 69/year for 15 <br /> years. <br /> Gary Printup of 1261 Briar Street referred to a letter that <br /> was mailed by Bill Sime in which he states that the increase in <br /> property taxes each year would be $112 . 00 for a $100 , 000 <br /> market value. <br /> Mayor Butler stated that the information in that letter was <br /> in error. <br />
