MINUTES OF THE REGULAR COUNCIL MEETING HELD AUGUST 27 , 1984 . PAGE 14 <br /> TAX INCREMENT FINANCING Arlinstated that the City hasto make policy decisi.ons <br /> whether they want to include the residential areas as <br /> well as the commercial areas. Arlin stated that the <br /> City would also have to make the policy decision <br /> whether or not they would want to include the <br /> commercial rehab as part of the tax increment <br /> financing. <br /> Counci.lmember Grabek said lets say there is agreement <br /> among the people. Grabek stated that the City puts <br /> toaether. a plan , which is not free. Grabek stated <br /> that the citizens don' t like it. Grabek stated that <br /> the City has taken the risk and spent money and <br /> incurred an expense that can ' t be reimbursed . <br /> Arlin stated that the overall plan is not that large of <br /> a project. Arlin stated that the development program <br /> and that tax increment plan is usually done together. <br /> Arlin stated that the architectural drawing costs for <br /> individualbuildingsare placed on the property owner , <br /> not the City. Arlin stated that the City has to commit <br /> themselves to the redevelopment and they the City <br /> needs one individual who is willing to add to their <br /> bui_lciing. Arli.n stated that the City doesn ' t have to <br /> wait for everyone to agree on one plan . Arlin stated <br /> that the City may agree to landscape, install <br /> lighting, fencing or whatever public improvementsthe <br /> City feels is needed. <br /> Nayor Butler asked how the City is going to cover its <br /> front end costs . <br /> Arlin stated that those costs would probably be <br /> covered under the first bonds issued. <br /> City Attorney Malkerson stated that if the City were to <br /> incur $30 , 000 in fees to come up with some plan, that <br /> within the next year or two, at least one parcel in the <br /> project area will develop even on their own and the <br /> City could capture that increment and pay those fees <br /> off . Malkerson stated that the City should have no <br /> problem paying off those costs because of the <br /> de�elopment that should occur. <br /> Arlin suqgested that the City hold two meetings . <br /> Arlin stated that the f irst meeting should be with the <br /> business community and then the Council should hold a <br /> work shop to discuss the improvements that need to be <br /> made. <br /> City Attorney Malkerson stated that the City should <br /> have staff locate an urban planner and let them give <br /> suggestions to the City. <br />
