, MINUTES OF THE SPECIAL COUNCIL MEETING HELD AUGUST 15, 1984 . PAGE 3 <br /> Councilmember Grabek asked the staff to find a means of <br /> creative f inancing f or those who are on f ixed incomes. <br /> City Administrator Bensonstated that the paymentscan <br /> be deferred but that the other people in the area would <br /> have to pay for it. Benson stated that it also depends <br /> on the bond rate at that time. <br /> Alex Jentilucci of 1295 stated that he wouldn ' t mind <br /> spreading the cost from those who can ' t afford it over <br /> to those who can. <br /> Mayor Butler stated that the Art Center is not included <br /> in the City' s Comprehensive Plan' s MUSA line and <br /> including the Art Center would open up a can of worms <br /> with the Metropolitan Council in trying to change the <br /> City' s Comprehensive Plan. <br /> One man stated that according to his map that the Art <br /> Center is included in the MUSA line. <br /> Councilmember Frahm stated that he agrees that the Art <br /> Center should be included, but by including the Art <br /> Center the city may not be able to control its growth. <br /> Frahm stated that as soon as the Art Center gets sewer, <br /> they will expand. <br /> City Enqineer Olson stated that even if the Art Center <br /> was included, they would be allocated 5 units and that <br /> would only cut the cost 5 percent. <br /> Councilmember Frahm moved, Mayor Butler seconded, to <br /> direct staff to call a public hearing on September 24 , <br /> 1984 at 8 : 00 p.m. for the purpose of discussing the <br /> Crystal Bay Sewer project. riotion, Ayes ( 4 ) , Nays ( 0 ) . <br /> Dianne Jentilucci of 1295 Briar Street asked about any <br /> easements that would be needed for the construction of <br /> the sewer line. <br /> City Engineer Olson stated the City would have to <br /> acquire construction easements from the neighbors. <br /> ADJOURNMENT 9 :40 PM Mayor Butler moved, Councilmember Frahm seconded, to <br /> adjourn the special Council meeting at 9 : 40 p.m. <br /> Motion, Ayes ( 4 ) , Nays ( 0 ) . <br /> ATTE T: <br /> _�7�� , � <br /> or thy M. allin, City Clerk Mary C.
