Walsh stated in his view Item E is necessary. <br /> Walsh moved,Dankey seconded,to adopt ORDINANCE NO. 194,Third Series,an Ordinance <br /> Amending the Orono Municipal Zoning Code by Adding Article XIV Regarding Interim Uses; and <br /> to adopt ORDINANCE NO. 195,Third Series,an Ordinance Amending the Orono Municipal <br /> Zoning Code by Adding Section 78-421 Regarding Interim Uses Within the RR-1B Zoning <br /> Districts,removing Items(1)c and(1)d as well as the words government sponsored under Item 1. <br /> VOTE: Ayes 4,Nays 1,Printup Opposed. <br /> 14. #17-3910 LAKE WEST DEVELOPMENT,LLC,3245 WAYZTA BOULEVARD WEST, <br /> INTERIM USE PERMIT: TEMPORARY USE FOR CONSTRUCTION STAGING. <br /> Curt Fretham, Lake West Development,was present. <br /> Gaffron stated the applicants are requesting the City approve a permit for interim use of the property at <br /> 3245 Wayzata Boulevard for staging of construction activities that are associated with the Wayzata <br /> Boulevard improvement project. The application can only be approved if the companion application for <br /> an interim use ordinance,which has been done tonight. <br /> There appear to be few suitable options for the staging area that would have minimal impacts on <br /> neighboring properties. This site at 3245 Wayzata Boulevard would appear to score high marks in terms <br /> of such a use. This site is open and relatively flat,has good accessibility to Wayzata Boulevard,it is large <br /> enough for the intended activities, and it is relatively remote from nearby residential development. The <br /> nearest home is 700 feet away across Wayzata Boulevard and the other property is 1000 feet from any <br /> homes to the southwest across the freeway so that the potential negative impacts such as noise,vibration, <br /> glare,dust,etc., should be minimal as compared to other properties along the Wayzata Boulevard <br /> corridor. <br /> Gaffron noted the grinding and recycling operation has been conducted in the Wayzata Boulevard right- <br /> of-way for the past few weeks. The magnitude of any negative impacts to the adjoining business <br /> properties is unknown; although,the Council did hear a little bit about it during the public comments <br /> section. <br /> The portion of the site for construction staging is primarily over the closed landfill area of the property. <br /> The landfill has been closed for many years and is relatively open and flat. Layers of clean fill over the <br /> landfill were added by the former owner in order to establish a suitable cap for the landfill and ensure <br /> appropriate runoff. The current owners have had significant soil borings done in order to determine the <br /> extent of the landfill as well as what materials might be encountered if a future phase of residential <br /> development is ever proposed. That information was obtained as part of their 2016 development <br /> proposal. The area that gained preliminary approval for residential development is not within the <br /> proposed temporary staging area. <br /> The proposed site use plan indicates a rock entrance for residential development would be located off of <br /> Wayzata Boulevard.
