PAGE 9 <br /> ROBERT BROWN, CHAIRMAN <br /> LARE MINNETONKA MayorButler stated thatshehadseveralcallsfrom the <br /> CONSERVATION DIST. public asking her if they could attend these LMCD <br /> meetings and asking her if they were in fact public <br /> meetings. Butler again noted that if in fact the LMCD <br /> is having a public meeting that it should be in a public <br /> place. Butler stated that if the LMCD members don' t <br /> want to have just coffee and rolls at a city hall then <br /> let them eat breakfast at home . <br /> Councilmember Grabek noted a personal experience with <br /> the LMCD when he was at the public hearing that the <br /> neighbors felt that their opportunity to express <br /> themselves was limited . Grabek noted that when he <br /> attended a 7 : 30 AM meeting at the Peppers Pub that he <br /> felt he was intruding and it didn' t seem like they <br /> belonged there. Grabek seemed like it was a closed <br /> meeting and that they weren' t very hospitable . <br /> Mr . Brown noted that the board meetings meet at the <br /> same place, the Tonka Bay City Hall , and that these are <br /> the meetingsin which majordecisionsaremade . Brown <br /> noted that recommendations come from the committee <br /> meetings but that the major decisions are made at the <br /> board meetings which are held in a public place. <br /> Councilmember Frahm asked for the LMCD' s position on <br /> the Gray' s Bay Dam? <br /> Mr . Brown stated that the LMCD' s position is trying to <br /> protect the generalized use of the lake and letting the <br /> Watershed to manage the dam. Brown noted that they <br /> have taken a relatively non—technical position. <br /> Councilmember Frahm asked if the LMCD agreed with what <br /> the Watershed was doing? <br /> Mr . Brown stated not totally. <br /> Councilmember Adams asked for the LMCD' s position on <br /> the task force report? <br /> Mr . Brown noted that the LMCD hadn' t taken a formal <br /> position on the report yet , but that he had written a <br /> summary of comments on the task force report which he <br /> would give to City Administrator Benson. <br /> Councilmember Grabek stated that his personal <br /> dealings with the Executive Director of the LMCD that <br /> the way they were treated was unsatisfactory and asked <br /> if somecorrective action had been taken. Grabekalso <br /> nated that he had heard a great deal of dissatisfaction <br /> in their dealings with Mr . Mixa. <br /> Mr . Brown stated that they are aware af the fact that <br /> the Executive Director , Frank Mixa , is not outstanding <br /> in public relations but that he does the rest of his job <br /> very well . <br />
