The service area should be defined by legal description <br /> 2. Preliminary budget fiqures should be determined by a mutually i <br /> agreed upon date � <br /> 3 . Assessed values should be determined as a preceeding year I <br /> valuation since we are always a year bellind <br /> 4 .
