Duff has a failing septic <br /> system ���hich he hasn' t corrected for over two years. v�e would <br /> hope he makes up his mind soon or we �aili be �forced into legal <br /> proceedings to enforce repair of that system. <br /> Orono ' s policies are clear, and the record is abundantly clear � <br /> concerning tiir. Duff ' s property. Orono installed a local sewer <br /> �roject to solve existing problems, not to encourage new urban �� <br /> density develooment . Orono has adequate rural zoning and on-site �i <br /> secaer standards to allow rural. subdivisions meeting accepted <br /> rural standards. Mr. Duff can either correct his septic problems � <br /> on-site, or he can have his existing home sewered. But if he <br /> wants to promote additional development, he wi11 either have to <br /> conform to minimum rural standards, or he will have to promote <br /> a comprehensive plan amendment �o have his im.mediate neighborhood <br /> redesionated as an urban development zone .
