The manholes as <br /> noted do become submerged in water due to a drastic grade change <br /> in the Long Lake ditch area down stream froTn the Orono area. It <br /> was discovered that the dirt banks in Long Lake had eroded, creating <br /> a three to four foot dam causing water to backup and flood out the <br /> existing manholes , which eventually created excess flow to the <br /> entire system.
