Sorren Mattick <br /> From: Lyle Oman, Orono Building Official <br /> Subject: Hazardous Building Inspection at 3572 Livingston Road, Orono MN <br /> The house at 3572 Livingston was damaged by fire. The fire started in the kitchen and went <br /> through the roof. The entire house has extensive smoke and water damage. The property was <br /> left open to trespass and after due notification the city caused the building to be secured. The <br /> property is in forectosure and attempts to contact the mortgage company have been ignored. <br /> Based upon my June 28, 2011 inspection it is my recommendation that the city proceed with <br /> Hazardous Building Action to require the building to be repaired or removed. Under 1311.0206 <br /> Section 206 of the 2007 Minnesota State Building Code "Unsafe Buildings or Structures" it <br /> states (and I paraphrase) All buildings or structures regulated by these guidelines that are <br /> structurally unsafe or that are otherwise dangerous to human life are, for the purpose of this <br /> section, unsafe. Any use of buildings or structures constituting a hazard to safety, health or <br /> public welfare by reason of inadequate maintenance, dilapidation, obsolescence, fire hazard, <br /> disaster, damage or abandonment is, for the purpose of this section, an unsafe use. All unsafe <br /> buildings, structures or appendages are public nuisances and must be abated by repair, <br /> rehabilitation, demolition, or removal, according to Minnesota Statutes, sections 463.1 to <br /> 463.26. <br /> As the City of Orono Building Official, I submit that the house at 3572 Livingston Road be <br /> declared a public nuisance and be repaired or demolished, and the foundation filled in, as <br /> permanent relief of this neighborhood nuisance. I offer the following descriptions as support for <br /> the request to abate: <br /> 1) The house was damaged by fire. <br /> 2) The home is vacant, was left open to trespass and attempts to contact responsible <br /> parties have failed. <br /> 3) The fire started in the kitchen and went through the roof <br /> 4) The entire house has extensive smoke damage <br /> 5) The house has extensive water damage due to the firefighting efforts. <br /> 6) The entire house is full of trash and garbage causing unsanitary conditions. <br /> See attached photos. <br /> Telephone(952)249-4600•Fax(952)249-4616 <br /> www.ci.orono.mn.us <br />
