I did receive a call yesterday from Connie Kozlak <br /> of the bletropolitan Council and she indicated that there will be time <br /> for our Board to review and respond to the Plan. You were correat in <br /> assuming that this would be the case. <br /> Dick, I want to be sure that you understand r�y role in the <br /> Comprehensive Plan review process for our district . The Superintendent <br /> assigned to ,me the task of reviewing the plans as they are received <br /> from each city in the district , reporting back to him and' the Board <br /> and, finally, preparing a written response. Orono' s is now the sixth <br /> and last plan under review. <br /> �iy role is not one of speakin� for the Superintendent or the School <br /> Board. You are correct in that I did express to you a concern on the <br /> part of some of our Board members regarding Orono' s Land lise Plan , <br /> as well as having only or.� counci� m�mber from ou2 area. <br /> The Board members ' concerns arise from the fact that by far the <br /> area of greatest potential for grou•th for our district , within at least <br /> the next• twenty-year period, is Orono ' s Rural Service Area. Your Plan <br /> indicates that this entire area is to remain rural and that municipal <br /> sana.tary sewers �vill not be extended into the rural areas. It further <br /> states that Orono ' s Urban Service Area (hiLSA) and the Sewer Service <br /> Area (b4SSR) are fixed as described by Resolution of the Orono City <br /> Council as sho�vn on your biap 6 in the Plan book. <br /> Orono School District has dropped from a peak enrollment of over <br /> 2700 to 2272 at present . If present trends continue , we will be c3o�vn <br /> to 1950-2000 bS• 1984-85. Since enrollment , particularly at the high <br /> school level , has an important bearing on the quality and diversitS• <br /> of the curriculum and, because state aids are tied directly to pupils, <br /> it appears to me that the impact of the Orono' s Plan , if adopted as is , <br /> DR.
