Iiepp' s <br /> request for riparian access by walkway easement based upon the <br /> following findings : <br /> a. The lagoon is part of the Lake; <br /> b. Tlze definition of " lakeshore" c3oes not <br /> include any distinction between navigable <br /> and non-navigable shoreline; <br /> c. The City has previously granted lakeshore <br /> access via ctialkway easement (as in the case <br /> of the Hannah propert}�) ; <br />
