In 1978 , the City <br /> of Orono reca�nized changes takin� place and u�ing sound common <br /> v�nse reduced drastically designed services to f it reduced population <br /> pr�jections for our City. Within this time-frame, the City of Orono <br /> legally estab?ished the rietropolitan Urban Service Area t�USA) line. <br /> mhere are no plans to provide urban services beyond this line , now <br /> or in the futurA . <br /> �'h.e cj�.zidi:a principals thr�ughout the total planning process h3s <br /> ��en to preserve the basic sir.gle family character of the City of <br /> Orono while preserving and maintaining existing natural resources. <br /> Our major goal is the continuance of the basic rural type land use <br /> p?an and to continue to preserve wetlands, L�ke Minnetonka, and <br /> precious ground water supplies. A vital factor in the land use <br /> c�olicy-making has been public invo�vement in the planring process <br /> sir�ce its birth, and the public hearings held at the Orono high <br /> Scr.00l. It is unfortu�ate that the Orono Sc:hool District did not <br /> take advantage of the information -.vailable at these hearings and <br /> at later meetings when �opulation trends were changi;�g. <br /> Several cor.unents contained in your let�er to the City of Orono in <br /> r�sponse to Orono ' s plan are not acc�arate : <br /> 1 . There are limitations to growth. This has been dacumented many <br /> times during the past three years in areas that have attempted <br /> to encourage massive de:isities within urban and rural areas. <br /> 2 . The designated MUSA does not ir.clude a large portion of Orano <br /> suitable for urban deve�opment. <br /> 3 . There are definite li.mitations to urbanization of the d�signated <br /> rural area. <br /> 4 . The other five cities have not reached their growth potential <br /> . and will not reach their potential �or many years, as Orono <br /> will not reach theirs for many years. <br />
